Applicant’s Proposal:62-unit multifamily
residential apartments within five buildings: two, 3-story buildings and
three, 4-story buildings. These buildings will be located on a -106,000 sf property
consisting of the entire Block 3103, located on Cookman Avenue, Heck Street,
Lake Avenue and Grand Avenue. The proposed dwelling units will vary from 2-
to 4-bedrooms and range in size from r,635 sf to 2,108 sf. A total of 124 parking
spaces are proposed, 98 within individual unit garages and 26 surface spaces in
driveways. Vehicle access to the site is via two-way driveways on the property’s
Grand Avenue and Heck Street frontages. An elevated pedestrian boardwalk runs
along the front of the two buildings which face Lake Avenue, providing access to
the front doors of each apartment. The boardwalk also connects to a large, elevated
outdoor seating area in the southeast corner of the property. The property’s
Heck Street frontage will be improved with a public plaza that includes seating
